SELECTING THE OPTIMUM STRATEGY FOR MANAGING RELIABILITY AND RISK AT THE LIFE CYCLE STAGES OF A COMPLEX SYSTEM

Abstract

Background. Design of radio-electronic means for various purposes are classified as a complex system and are characterized by a multilevel hierarchical structure in the form of separate units, blocks, modules. Design and manufacture highly reliable on-Board radio equipment with long life operation of the task is more  complex because it is difficult to control the reliability of such systems in all stages of the life cycle. The purpose of this paper is to develop techniques that allow to provide requirements of system reliability subject to the failure rate of the designed system in use. As the imposed restrictions is the requirement to ensure minimum cost for a given level of system reliability at each stage of its life cycle. Materials and methods. The article uses the techniques of control theory, reliability theory of complex systems and probabilistic-statistical methods of decision making that takes into account the dynamics of the failure rate and the process parameters change in the process of operation. To assess the level of reliability and risk applied Bayesian approach.  
Results. Received management methods and reliability and risk in designing, production and operation of complex technical systems that minimize economic costs.
Conclusions. The developed methodology is proposed to apply to select the optimal management strategy reliability at all stages of the life cycle of complex systems where the lack of adequate information makes it impossible to ensure a minimum total cost of each of its stages.
